The City of Homestead Building Department launched its new EPL-B.U.I.L.D portal on October 1, 2025, replacing the legacy Community Plus system. All permit applications are now submitted through this platform using DigEPlan for electronic plan review. Every plan set must follow Homestead's standard file naming convention before upload, grouped by discipline, architectural, mechanical, electrical, plumbing, and civil, or the system will not accept them. Upfront fees for DERM, WASD, and Miami-Dade Impact Fees are paid separately once a Miami-Dade County Project Number is issued. The Notice of Commencement must be recorded at 22 NW 1st Street and posted at the job site before the first inspection. Initial plan review takes 14 business days per cycle, and most commercial projects go through 2 to 3 correction cycles before approval.
At Concord Crest Real Estate, we manage your complete Homestead building permit application through the EPL-B.U.I.L.D portal, coordinate all Miami-Dade County agency approvals, and track every correction cycle until your permit is issued.

Homestead's new EPL-B.U.I.L.D system launched October 1, 2025, and applications submitted outside the portal or using legacy procedures are no longer accepted. Projects stall when file naming is wrong, discipline grouping is incorrect, or county agency fees are missed.
We know:
We have helped hundreds of South Florida projects move forward and we are ready to help yours.
Submit through the EPL-B.U.I.L.D portal at homesteadfl.gov. All plans must follow the standard DigEPlan naming convention, be grouped by discipline, and leave the upper-right corner of each page blank for the city stamp. Applications must be signed and notarized before upload. We manage the full process on your behalf.
Initial plan review takes 14 business days per cycle. Correction cycles take 10 to 15 business days each. Most commercial projects go through 2 to 3 cycles before approval. Submitting a complete, correctly formatted application the first time is the only way to keep your timeline on track.
No. DERM, WASD, and Miami-Dade Impact Fees are paid separately once a Miami-Dade County Project Number is issued. These are completely independent of your city permit fees. We manage both payment tracks to make sure nothing is missed.
Yes. Both construction trailers and portable toilets on a job site require separate permits from the City of Homestead. Missing either permit triggers code compliance issues during inspections. We include these in your full permit package from the start.
